Jul 2, 2017 at 13:55 comment added Lodder @Puce you can check the System Information in your Joomla backend. Also try downloading a fresh copy of Joomla, and replace your htaccess file with the one from the zip file. Be sure to take a backup of your old one first

Jul 2, 2017 at 12:48 comment added FFrewin @Puce it's fine with keeping configuration.php with 444 permissions. If anything else doesn't work, just check for mod_security - it's very likely that a rule that might be blocking the upload/installation of extensions.
