Update path to system information as this has changed in the latest version of Joomla plus a few other minor tweaks.

Therefore by turning it off was the solution. So for future readers if none of the above fixed it, check your Safe Mode as well :) | |

It seemed to read better to have the checklist after the points. I moved "What are the recommended..." to the top of the checklist because it was the main question. Added Troubleshooting checklist just to separate from 5.Disk Space.
